State workers' pay shifts

The base salaries of employees of State organs and institutions are expected to increase this year as a percentage of their total compensation, rising from 40 percent to 45 percent, said He Xian, a member of the National Committee of the Chinese People's Political Consultative Conference, the Beijing News reported Monday. [Special coverage]

There's no formal system for increasing such workers' pay, so their compensation has been adjusted by the use of subsidies in previous years, but that doesn't make sense, He was quoted as saying.

The government standardized State workers' subsidies in 2006. Those standard subsidies are to be used as the basis for an objective system of regional additional allowances, He said. The system is expected to be announced within one or two years, according to He.
