China's urban fixed-asset investment expanded 19.9 percent year on year to 39.13 trillion yuan (6.4 trillion U.S. dollars) in the Jan.-Nov. period, down 0.2 percentage points from the growth rate in the first ten months, the National Bureau of Statistics announced on Tuesday.
