China rolls out recall rules for cars

China has rolled out rules on recalling deficient cars. The new rules which will take effect the first day of the new year.

Wang Zheng explains how these rules will benefit and protect the interests of China's auto owners and buyers.

The new rules will require manufacturers to recall cars that pose threats to the safety of car owners and their assets. If found faulty, production will need to halt along with the sales and import of deficient cars. Manufacturers are held responsible for recalling them as well as disclosing the appropriate information.

Xu Jianxin, vice department chief of State Administration of Quality Supervision, Inspection & Quarantine, said, "If problems such as failing brakes are found, the cars MUST be recalled. But manufacturers don't have to recall their products because of problems like a bad sound system."

Analysts say when the rules become effective, it will provide a solid foundation for protecting the interests of consumers.

Pu Changcheng, deputy director of State Administration of Quality Supervision, Inspection & Quarantine, said, "The rules signal the recall system has become a legislative law. The punishment to companies who are reluctant to recall motors is quite severe. They also provide a solid legal base for the auto recall."

The related rules and requirements will be finished before the end of the year. And officials say, the administration is pushing forward the legislation of another set of rules that mainly aims to protect the interests of private car owners.
