The Beijing municipal government recently introduced 27 incentive measures in eight aspects on income distribution, in a bid to boost income of seven major groups of citizens.
The new policy aims at seven categories of workers that the city considers to have great potential for income growth and can act as strong economic drivers. They include technical talents, new type of farmers, scientific researchers, entrepreneurs of small-and-micro startups, enterprise operation and management personnel, capable laborers in poverty, and grassroots cadres, according to the Beijing Municipal Human Resources and Social Security Bureau.
For technical talents, Beijing will raise their income and social status in five aspects: remuneration rise, reward incentives, career development, transformation and sharing of skill-based outcomes, and personal training. The salary of a skilled post is allowed to grow faster than others. Meanwhile, universities and technical colleges in the city can select and recruit outstanding high-skilled personnel as distinguished professors, with pay levels on par with experienced professionals and technical personnel.
For scientific researchers, Beijing will improve the incentive mechanism by encouraging state-owned scientific and technological enterprises to offer shares for scientific and technological achievements and to implement stock options and dividend incentives, while improving the proportion of gain sharing for scientific researchers.
Regarding farmers, Beijing will incorporate the training of new types of professional farmers into secondary and higher vocational education programs, improve education and training resources for rural citizens, and encourage farmers to receive part-time vocational education and skill development locally. At the same time, the city will improve their capabilities in e-commerce and marketing and support them in sales of fresh agricultural products.
With respect to low-income households and villages, the city will increase financial support with special funds for low-income groups to focus on the development of industries with local characteristics. Moreover, in the ongoing industrial transformation, upgrading and relocation operations, enterprises of the city shall pay for social security for their employees who are not currently on-the-job but maintaining the employment relationship, and pay them living allowance of no less than 70 percent of the minimum wage in the city as required.
In addition, the city will further strengthen support for entrepreneurship to encourage qualified personnel to start businesses and take up occupations in the field of e-commerce.
