A video of a Chinese traffic officer and the English advice he gave to a road rule-breaker has wowed Internet users in China.

Many are impressed with his command of his second language, but more are praising him for his dedication.

The video involves a man who appears to be a foreigner on an electric scooter running a red light. He was stopped by the traffic officer and given a road-side lesson on regulations.

People online said they were impressed with the officer's English, despite the thick accent. He was also praised for his professionalism. Others were quick to point out another violation: the rule-breaker was not wearing a helmet.

"Running a red light is a behavior that violates the traffic laws and knows no borders," said officials from the city of Jinan, the capital of China's east Shandong Province.

The city wants to crackdown on violators using a real-name penalty system that was deployed in May.

The growing number of international conferences and other events being held in China has led to a rise in interest in learning English among more people, especially those in the service sector.
