Clothes that fail tests and promotions that mislead

More than a third of clothing with brands such as Dunlop, Adidas and Uniqlo sold at 12 department stores that were checked by Shanghai's market watchdog failed quality tests, officials said yesterday.

Shanghai Industrial and Commercial Administrative Bureau tested 125 batches of clothing from 53 brands, and 45 batches were substandard, it said.

Of the substandard clothing, 9 examples failed to meet China's national standard on color fastness and fiber content, while the rest failed to match the functions described by their producers, according to the bureau.

The substandard items included air permeability, moisture-penetrability and water repellency.

Clothing items promoted as having specific functions, such as being waterproof, anti-ultraviolet, fast drying or having electrostatic prevention, had no function at all, the bureau said.

The bureau ordered the businesses involved to stop selling substandard products, and to check their stocks for any substandard goods.

Meanwhile, misleading promotion, breach of contract and poor after-sales service drew the ire of online shoppers during the shopping spree on Singles Day, Shanghai's consumer rights watchdog said yesterday.

Home appliances, communication products and clothing topped the list on the number of complaints, said Shanghai Consumer Rights Protection Commission.

The commission received more than 1,700 complaints over online shopping between November 11 and 20.

The figure is about the same as last year, according to the commission.

Many businesses lured consumers with seeming bargains described as "limited sales quota" and "pre-sales," but many of them turned out to be offering no real discount, said Tang Jiansheng, the commission's deputy secretary-general.

About 62 percent of complaints regarded false promotion, said the commission.

There were also complaints about slow delivery and refund processes.
