President Xi calls for solid implementation of reform policies

Chinese President Xi Jinping called for solid implementation of reform measures at a high-level meeting on Tuesday.

Xi asked officials to comprehensively follow the communique released after the sixth plenary session of the 18th Central Committee of the Communist Party of China (CPC) and unwaveringly carry out reform policies.

Xi made the comments at the 29th meeting of the central leading group for deepening overall reform, which he heads, according to a statement issued after the meeting.

Given complex circumstances, the reform requires concerted efforts and differentiated, targeted measures, the statement said.

Guidelines and plans on green agriculture, environmental protection, new circuit courts and construction of credit systems were approved at the meeting.

Policymakers agreed that agricultural subsidies should be made with regard to environmentally-friendly concerns, and should help guarantee national grain security and improve farmers' incomes.

China should make more efforts to promote Chinese culture in the world and improve its national soft power, the statement said.

The current evaluation system of professional titles will be further enhanced, with more incentives for researchers making great contributions, and favorable policies for those working in poor, remote areas.

Environmental protection should be emphasized in planning, with strengthened control from the government.

New circuit courts were approved in Chongqing, Xi'an, Nanjing and Zhengzhou, on the basis of current ones in Shenzhen and Shenyang.

College graduates will be encouraged to seek employment in grassroots units.

The government will improve credit systems in government affairs, individuals and the e-commerce sector, setting up credit records and creating punishments.

The meeting also discussed Party building in state-owned enterprises, ownership registration in natural resources and real estate, and the protection and utilization of wetland and the coastline.

Over the course of the 29 meetings convened by the leading group since December 2013, hundreds of measures have been designed to address various issues, including urbanization, poverty alleviation, innovation and the market's role in resource allocation.

The latest emphasis on reform came three years after the key third plenary session of the 18th CPC Central Committee in 2013, which featured a comprehensive reform package covering 15 areas and 60 tasks.
