A new regulation on the use and management of identity cards has been rolled out to ensure the security of people's personal information, and push for real name registration and a sound credit system.

The regulation was jointly released by eight central administrations including the Public Security Ministry and the National Development and Reform Commission, the country's top economic planner.

According to the regulation, government employees should not copy or scan the identity card of citizens for illegal purposes, nor should they withhold or take identity cards as a guarantee.

The regulation also requires State departments to keep the personal information of citizens from being leaked. It also said that those who use the identity card of others illegally should be blacklisted.
