Buses involved in a rear-end collision that injured 22 people, including 19 students, were not licensed to carry passengers commercially, police said yesterday after an investigation of the April 23 incident on the S2 expressway.
Police said Baoshan High School hired Shanghai Riyuexing International Travel Agency to organize transport through a car rental company, which then rented 15 of the 16 buses used for the trip from seven different companies. Only two of the buses were involved in the collision.
"Jin'ai Car Rental Company will face an administrative penalty of between 30,000 ($4,600)to 100,000 yuan for using unlicensed buses," said an official with the city's traffic enforcement team.
The city's traffic police said the travel agency failed to check the commissioned companies and vehicles carefully, adding that school staffers and bus drivers did not tell the passengers to wear their seat belts.
