China to build more comprehensive national security system: draft outline

China will build a more comprehensive national security system, according to a draft outline for a development plan released Saturday.

China will thoroughly implement the overall national security outlook, carry out the national security strategy and continuously strengthen national security capacities, said the draft outline of the 13th Five-Year Plan (2016-2020) on national economy and social development submitted to the national legislature for examination.[Special coverage]

The draft called for making and implementing national security policies in fields involving politics, territory, economy, society, resources, cyberspace and others.

National security censorship system will be improved, the draft plan said, adding that key sectors, reforms, projects and policies will be subject to security risk assessment.

The draft called for safeguarding state power and sovereignty, strictly preventing and cracking down on infiltration and subversion activities of enemy forces, and other activities involving terrorism, separatism and religious extremism.

The draft also called for strengthened capacity building of counter-terrorism forces and international cooperation in this regard.

Counter-espionage work will be strengthened, the draft said, adding that the struggle against enemy forces in cyberspace will be enhanced, and public opinions in cyberspace be regulated and controlled in a stricter way.

Security in ideological areas should also be safeguarded, the draft said.
