During the memorial, Hong Kong's chief executive CY Leung laid a wreath, guest representatives presented flowers and all participants paid tribute together.

Representatives from the various central government organizations in Hong Kong, judiciary representatives, senior government officials, members of the Legislative Council, members of the Executive Council, former members of the Hong Kong Independent Battalion of the Dongjiang Column, representatives of war veteran groups and other members of the community were also present at the ceremony.
