Shanghai will lower its exit/entry threshold on July 1 to attract more overseas talent by adding 12 programs to the latest brain gain list, the Ministry of Public Security announced on Tuesday.

Overseas personnel introduced by the programs will enjoy preferential policies in visa applications, residence permits, doing business in China as well as exit/entry convenience.

The new programs will be market oriented, transparent and more efficient, the MPS said.

Shanghai government also encourages overseas students graduated from Chinese universities to work or start a business in Shanghai.

Local authorities promised to extend period of validity of visas held by foreign entrepreneurs and offer them favorable policies.

The new programs also vow to improve service standards for overseas personnel during their enter, transit or reside in Shanghai.

The programs, issued by Shanghai municipal government and the MPS, aim to accelerate the pace of building Shanghai into an innovation center for science and technology with global influence.
