Leadership reaps real rewards from tackling major issues

The country's leaders have put in place an effective decision-making system to improve problem solving, according to a new research report.

The report, jointly released by the Shenzhen Innovation and Development Institute and the National Academy of Development and Strategy of the Renmin University of China on Wednesday, analyzes and evaluates the work of the central government's leadership, including major issues such as the crackdown on corruption and reform on multiple levels.

"This is the first time that the central government has launched dedicated teams and commissions to tackle important issues, and President Xi Jinping directly leads the teams … The leadership team system benefits the implementation of top decisions," said Qi Fanhua, a researcher from the academy. The system informs the people of the central government's top priorities clearly, Qi said.

The central government has established five teams and commissions, focusing on five priorities: reform, Internet security, national defense and military reform, national security, and economics and finance.

Other leaders involved in the teams and commissions include Li Keqiang and Liu Yunshan.

Last year marked the launch of the latest reforms and the report also interprets topics such as democracy and the anti-corruption drive.

"Reform has always been difficult … this time, the central government has used a focused crackdown on corruption to lead the way," Qi said.

Some of the most rigorous efforts to fight corruption occurred from November 2012 to December 2014, the report said. Ninety-nine ministry-level officials had been detained since November 2012, it said.

"It is necessary to increase officials' salary and welfare to prevent corruption," said Nie Huihua, an economics professor from Renmin University of China.
