讨论多年的居住证制度取得重大进展,《居住证管理办法(征求意见稿)》4日公开征求意见。根据征求意见稿,居住证持有人可享受与当地户籍人口多项同等权利,包括参加社保、随迁子女参加中高考等,征求意见稿还明确了居住证持有人的落户通道,并明确了各类城市落户标准。专家认为,随着居住证制度的建立,中国将告别暂住证时代。而作为户籍制度改革中一个过渡性的制度安排,居住证制度将使中国朝着实现基本公共服务均等化迈出重要一步。[查看全文]

China's migrant population may get equal access to more public services formerly restricted to the locals, according to a draft document of the government.

Migrant citizens may apply for residence permits, which are linked with many rights, in cities after meeting certain requirements, such as having stable job and stable residence in a certain city and having stayed there for more than six months.

Residence permit holders may enjoy many basic public services as locals, including free compulsory education, employment support, old-age care, and social welfare, said the draft of measures on the management of residence permits.

The Legislative Affairs Office of the State Council released the draft Thursday to solicit public opinion.
