Local govt honors IOUs from PLA soldiers given to villager for food

The descendant of a villager who had received IOUs from the People's Liberation Army (PLA) for food and supplies 64 years ago in Hunan province was recently paid in full - plus interest, local media reported Thursday.

A government official of Rucheng county paid Tan Chunliang 66,000 yuan ($10,692) in cash bundled in red silk on Tuesday for his grandfather's part in aiding their battle against a group of local bandits.

"We never expected that the government would volunteer to pay back the money," said Tan.

Between February and July 1950, the PLA procured nearly 3,000 kilograms of rice and flour from Tan's grandfather, Tan Xianzhang, in exchange for IOUs.

Tan Xianzhang kept the 10 receipts in a wooden box, each signed by a platoon leader.

"We need oil and salt tonight. Please send us some," reads a receipt written by one platoon leader Yang Zhanshan.

"We borrowed 3.5 kilograms of rice today," reads another.

The 10 receipts are to be preserved in the local archives.

"The money was calculated according to the receipts plus interest," said He Zhenliang, a local official.

Tan plans on donating the money to the village's primary school and road construction.

"Returning the money is a fabulous chance to spread the revolutionary tradition and build the integrity of the government," said county chief Huang Zhiwen on Wednesday.
