Eleven kindergartens in the Chaoyang district have been shut down for operating without licenses, the Beijing Youth Daily reported. The students at the illegal kindergartens were mainly children from migrant worker families, according to the Beijing Municipal Administration of Work Safety.

Many of the kindergartens were extremely cramped. One kindergarten had over 800 children enrolled on its register. Most of the buildings used had been renovated from abandoned sites without official approval.
