At the end of January, Guangzhou established its first baby hatch, for the protection of abandoned infants. And now the city says it will issue measures to fight against what it calls the "malicious abandonment". This comes after a dead baby was left outside the "baby hatch" last Sunday.

Police arrested the father, a 33-year-old man surnamed Chen, on Tuesday. Chen said his daughter was diagnosed with a birth defect. The family could not afford the medical treatment so they chose to abandon her. Police have verified that the infant was dead before she was put outside the hatch. The case is under investigation.

Lawyers say the parents could be charged with intentional homicide. The baby hatch is the only one in Guangdong. It's received more than 100 babies since it opened on January 28th.
