The Beijing Traffic Management Bureau said they will tighten penalties on motorists who obscure or deface their car license plates to avoid traffic fines under the current even-odd license plate policy, the Beijing News reported.

In response to complaints about car plate violations, the bureau decided to launch a campaign targeting the illegal tactics. People who forge license plates or use fake plates will pay fines up to 5,000 yuan ($826.50), with the car being detained up to 15 days. Those who tamper with plates will face a fine of 200 yuan and be given 12 penalty points. Violators will be put on a blacklist.
