Family planning apology

The population and family planning authorities in Wuming county, Guangxi Zhuang Autonomous Region apologized Sunday for wrongly issuing a second birth permit to a couple, saying government workers involved would be punished and it would provide them with compensation.

The husband, Luo, said he accepted the measures. Since the wife is already pregnant, they will have the baby.

In May, Luo applied to local authorities for a second birth permit, which he received in June. However, local authorities told the couple they were unqualified in November.
