Police are looking into a failed raid on an underground gambling parlor to determine whether someone might have tipped off the people running the illegal establishment, local media reported Tuesday.

The municipal police division that deals with gambling raided two gambling parlors late Monday, but officers found only a room of gambling machines when they arrived at the establishment on Liuzhou Road in Xuhui district, according to a news report on Radio 90.9 FM. No suspects or gamblers were arrested.

"We had staked out the parlor before the raid and found it was still running," a police officer at the scene said in the report. "We informed the local police station about the raid at the last minute. We told them to dispatch officers to a street intersection and wait for us. But we did not expect this would happen."

Later that night, police raided another gambling parlor in Yangpu district without informing local police. They arrested 19 suspects and found 48 gambling machines at the scene.

The officer, who was not identified, acknowledged that raids can turn out differently depending on whether they inform local police about their plans, according to the report.

"Something happened that should not have happened during the first raid after we asked for the local police's cooperation. It would have been better if we had gone directly to the parlor," the officer said.

It's not unusual for police to fail to catch any suspects during these kinds of raids, said Feng Xia, a press officer with the municipal police division.

"There are a lot of elements that can influence the results of a police action," she told the Global Times.
