The 4th plenary session of the 1st session of the 12th NPC

The 4th Plenary Session of the 1st Session of the 12th National People's Congress will be convened at 9am on March 14th, 2013 (Thursday) at the Great Hall of the People (GHP). The session will vote on the draft resolution of the plan on the State Council institutional reform and transformation of government functions and the draft list of the Chief Scrutiteer and Scrutiteers. The session will also elect chairman, vice-chairmen, secretary-general and members of the Standing Committee of the 12th National People's Congress (NPC), President and Vice President of the People's Republic of China and chairman of the Central Military Commission of the People's Republic of China.

Journalists shall go through security check at the south passage of the East Gate of the GHP with NPC press cards 80 minutes in advance. Journalists with press cards marked with number "2" and "3" should all be seated in area No. 1, 2, 3, 5 and 7 on the SECOND floor. Live coverage on all floors should be stopped 5 minutes before the session. Please keep quiet after the session begins.

During the session, when the president asks the journalists to leave the meeting place temporarily, all journalists should turn off their cameras or place their lenses to an upward position and exit to the Liaoning Hall or Guangdong Hall on both sides of the auditorium, following the guidance of the stuff members. The journalists should queue up in the halls and wait to re-enter the auditorium orderly upon the president's permission.

Journalists may conduct interviews in the area below the steps out of the East Entrance, or the area outside of the Grand Auditorium of the GHP before or after the session. Journalists may also conduct interviews with the Ministers sitting in on the session in the designated area east of the North Hall of the GHP. All such covering and interviews should end 15 minutes before the session. Please do not conduct interviews on the road on the west of Tiananmen Square so as not to cause congestion.

Journalists with vehicle passes should drive into Tiananmen Square by the entrance on the road on the east of the square and park the vehicles in the designated area.
