Scientific development is one of the matters taken up the Chinese People's Political Consultative Congress(CPPCC), China's top political advisory body. The topic was addressed this morning at the second CPPCC press conference.

Six CPPCC members answered questions from journalists. The advisory body has made the promotion of scientific development a top priority as it carries out its duties.

The country's concept of scientific development is based on the Scientific Outlook on Development proposed by the 16th CPC Central Committee in 2003. The concept was formed against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, serious environmental pollution and a widening gap between the rich and poor. The concept champions the interests of the people, advocating comprehensive, coordinated and sustainable development.

It was written into the Party Constitution at the 17th National Party Congress in 2007. Last November in the 18th National Party Congress, it became the Party's theoretical guidline on the subject.
