China's State Council announces new policies to consolidate grassroots medical reform.

Any neighborhood with 30,000 to 100,000 residents should have a community hospital. The cost of basic treatment at a community hospital will be limited to ten yuan. And there will stricter standards for the quality of basic medicine.

Meanwhile, China's Ministry of Health says patients will be able to pay after they receive medical treatment instead of paying in advance. More than 20 provincial regions are carrying out pilot programs using this method in local hospitals.
