China must optimize 'social interest pattern': scholar  

学者称中国社会利益格局严重扭曲 应约束官员行为

中国国家行政学院教授汪玉凯6日指出,中国社会利益格局已成严重扭曲态势。官方须尽快出台收入分配改革方案,消除制度上的不公平因素并严格约束官员行为。

Beijing (CNS)-- Government authorities should address the imbalances in the "social interest pattern" of China, according to Wang Yukai, a professor at the China National School of Administration.

Wang made the comment at a meeting Sunday, pointing out that the "pattern" is mainly judged by three elements: the rationality of the income distribution system, the fairness of government policies and the binding force of public rights.

However, widening income gaps, unequal coverage by the social security system and rampant bureaucracy have all contributed to imbalances, Wang said.

Wang came up with three proposals to reverse these "evil trends":

First, authorities in China should work out plans to reform income distribution patterns by improving the level of social expenditures.

Second, policy makers should commit to reducing inequalities in sectors such as medical care, education and social welfare.

Third, governments at various levels should work to stop rampant bureaucracy and protect the rights of the public.
