New rules dog friendly

Local authorities are looking into creating insurance that will cover dog bites, the Shanghai People's Congress said at a meeting Wednesday.

In an effort to make it more convenient for dog owners to register their pets, they can now have their registration certificates delivered to their homes.

Authorities have also waived dog ownership fees for dog owners in rural areas in an effort to encourage more people to get their dogs licensed and registered.

More than 15,000 dog registration certificates have been issued in rural areas since August.
