Give sustainable development a fair opportunity

The annual United Nations Climate Change Conference recently kicked off in Doha, Qatar.

Undertaking the historical mission of linking between the preceding and the following, the Doha Conference must firmly safeguard the principle of "common but differentiated responsibilities," as well as the principles of fairness and respective capabilities.

They are the basic principles of the United Nations Framework Convention on Climate Change and also an important guarantee of hard international climate talks but still going ahead in the past 20 years.

Ambition and fairness are needed in coping with global climate change, so that all countries can access to a just opportunity for sustainable development. Only a just international climate regime can be widely accepted and only a widely accepted international climate regime can be implemented effectively.

The developed countries should not only fulfill emission reduction obligations with practical actions but also assume their historical responsibilities, providing concrete financial and technical assistance to help developing countries on mitigation and adaptation of climate change, which is the best way for them to show their ambition.

Under new pattern of negotiations, all parties must concentrate their political will, reach consensuses and discuss about the operationalization of the three principles to push forward the specific agenda of Durban platform talks. Any attempt of deviating from or abandoning the three principles will only lead to regression of the process of international climate talks and damage the common interests of mankind.
