Newly amended CPC Constitution conducive to tackling risks

The amendment to the Constitution of the Communist Party of China (CPC) will help the CPC better cope with risks it faces, a spokesman with the secretariat of the 18th CPC National Congress said on Sunday.

The amended Party Constitution says the CPC must strengthen its governance capability, advanced nature and purity. The Party must make all-around efforts to strengthen itself ideologically and organizationally and improve its conduct. The CPC must become better able to combat corruption and strengthen supervision over principal leading cadres.

The newly amended Party Constitution, which has reflected the major theoretical innovations and important experience the CPC has accumulated since the 17th CPC National Congress in 2007, will further reinforce and improve the Party building, the spokesman said.

In the newly-amended Constitution, "to study the Scientific Outlook on Development" is written into the duties Party members and cadres should fulfil and one major task of grassroots Party organizations, the spokesman said.

As stipulated in the Constitution, the Party selects its cadres on the basis of both moral integrity and professional competence with priority given to the former. The CPC appoints cadres on their merits regardless of their origins.

The Party Constitution consists of a general program, outlining the characters, objectives, guidelines and principles of the Party, and 11 chapters, which stipulate the rights and duties of Party members, cadres, organizations, and the Party emblem and flag.

The amendment was adopted at the conclusion of the 18th CPC National Congress on Nov. 14 and the full text was released by Xinhua on Sunday.
