China will make efforts to build a new image of "cultural China" to promote the country internationally, according to a ministerial plan on cultural reform and development during the 12th Five-year Plan period (2011-2015).

By the end of 2015, China will set up 25 to 30 overseas Chinese culture centers to strengthen cultural exchanges with people abroad and promote the Chinese culture, according to the plan published by the Ministry of Culture on Thursday.

The document also mapped out the ministry's future measures to promote the country's cultural industry, public cultural services, cultural heritage protection and the supervisory system in this sector.

The government will improve equal access of cultural services in the country and make special efforts, including offering government subsidies and issuing coupons, to make cultural services available for disadvantaged groups in the society such as migrant workers, senior and minor citizens, laid-off workers as well as handicapped people, the document said.

Moreover, the ministry pledged measures to keep the country's important cultural relics and historic sites safe.

Furthermore, by the end of 2015, China will have 3,500 museums nationwide and 2,500 of them will be admission-free, the document said.
