Exceptional forecast

Brilliant! It refers to exceptional weather that occurs often. Perhaps it would be more accurate to just use "regular weather," as it's no longer exceptional if it occurs so often. Questions raised by the proposal's opponents include: Can motorists drive children if their car seats don't meet the safety standards? Will they still drive if their kids cry? What if the Chinese-made seats are not safe? Why should cars be required to have the car seats, while buses won't?
